Do you see the picture of the smiling lady in the top left photo segment?
Her picture has been on every police station poster board for at least the past 3 years to at least everywhere from Narita to Osaka, but probably all over Japan. Where do these criminals go? They obviously must leave the country. Anyone ever heard anything about the smiling lady getting caught (or what she did)? Is their relatively small number of wanted photos an indication of an efficient law enforcement, or is crime really that low?

I think those are the same criminals from when I worked there in 2002.

To answer you question, it's both. Crime is very low and the catch rate on serious crimes is like 5-6 times higher than in the U.S.

I heard that with Hong Kong criminals, they often flee to mainland china. This is because of the large population and corruption/low funding with the police there, so they can easily blend in and disappear. I guess there's also the fact that china's a large landmass.
Maybe a similar thing with Japanese criminals?

haha gotta love it.
they probably get a hair dye and cut and just go off on their merry way.

then when they turn 80 they'll confess...or someone'll find a body under their house or something, but because of statue of limitations or whatever they can be prosecuted so they just chill and chase away fuji tv reporters with their canes.

...or so i guess.
